For cattle to be eligible to move from England/Wales into Scotland, they must either be tested or vaccinated. If they are not tested or vaccinated, they are classed as not eligible and cannot travel into Scotland. Sheep must be tested (vaccination of sheep is not accepted for this licence)
Scottish cattle that have been in the restricted zone for less than 4 days can return to Scotland freely.
English cattle that have been Pre-Movement Tested must have: A negative PCR test result (the sample is to have been taken no more than 7 calendar days prior to movement), a completed EXD645 form & supporting laboratory evidence to accompany the negative test result
English cattle that have been Vaccinated must have: had atleast two doses of Bultavo-3 Vaccine ,had atleast 21 days pass since their last dose of vaccine, a completed EXD645 form & supporting documents: a copy of the vets invoice detailing the purchase of Bultavo-3 Vaccine & a copy of your medicine book that clearly shows the vaccination dates.
Sheep must be tested (vaccination of sheep is not accepted for this licence into Scotland), they must follow the same rules as cattle testing.
You first must fill in the EXD645 Pro Forma:
PART 1 - You need to record your APHA portal reference when you finish the submission along with your Name & Address and CPH Number
PART 2 - Is for Pre-Movement Tested Livestock Only
PART 3 - Is for Vaccinated Cattle Only (The Only Approved Vaccine is Bultavo-3)
The Evidence Needed to Support Your Application is:
- A Copy of your Vets Bill (Clearly showing proof of purchase of the Bultavo-3 Vaccine)
- A Copy of your Medicine Book (Clearly showing proof of the dates of the first & second doses of the vaccine and any boosters)
Tested Cattle Only - Need a copy of the test certificate/lab evidence of a negative test
You then Must Submit This Information on the APHA Portal
Create an account if you have not used the service this year.
Log in if you have used it before. If you have forgotten your password, click reset password and follow the instructions and then login.
Click ‘Start a new licence application’
Click ‘Start Now’
Create a reference (this is for your use only – recommended that you use the date & destination of movement e.g. H&H050626)
Confirm who you are (check that all the details are correct)
Select what you are planning to move (Live Animals)
Select what you will be using the licence for. (Moving live animals to or from a Market)
Select the type of animal that you will be moving (Cattle/Sheep)
Add the ear tags of the animals you will be moving
Have any of the animals been microchipped?
Select the type of premises that the animals are departing from (Dairy Farm/Beef Suckler Herd etc.)
Confirm that you are responsible for the premises
Provide your CPH number
Does your premises have a designated premises number (Usually No/Not Sure)
Add your premises address
Provide a grid reference
Click ‘Grid Reference Finder | OS Map’
Copy/Paste the orange NY… (grid reference) and continue
Declare if the animals have been vaccinated against bluetongue and state the earliest date the animals were vaccinated
Have the animals been tested by APHA (APHA surveillance testing within a control zone)
Are any of the animals to be moved entire males
Are any of the animals to be moved pregnant females
Have you had any animals move onto your holding in the last 60 days
Provide your vets details
Review & confirm your details are correct

Upload your supporting documents (EXD645 Pro Forma, Medicine Book, Proof of Purchase of Vaccine (for testing upload proof of clear/negative test))
Sign the declaration
Scroll to the bottom and click on the ‘Submit Your Application’ link
Go back to the dashboard and this is where you will get your portal application reference from
- Completed EXD645 Pro Forma (including portal reference in part 1)
- Vaccinated Cattle (Vets Bill & Proof of Vaccination from your Medicine Book)
- Tested Animals (Proof of a clear/negative test)
Without the above information, the livestock will be displayed as not eligible for Scotland
